How to interpret Estonia business data

Choose the geographic level that matches the territory

Use county, municipality, city, town, village, street, and postcode values where available. Tallinn can additionally use city districts. For field sales or delivery, build a Tallinn and Harju route separately from Tartu, Pรคrnu, Ida-Viru, Saaremaa, and the remaining counties rather than treating one region label as the whole territory model.

The CSV is separate from the official business register

The CSV provides available public venue identity, categories, location, website, profile links, email, and phone. It does not include registry code or status, legal form, EMTAK, annual-report finances, employees, owners or board members, food notices or licences, inspections, alcohol records, ratings, reviews, or consent evidence.

Using business contacts in Estonia

Estonia's Electronic Communications Act permits direct marketing to a legal person's electronic contact details when every use offers a clear, free, easy electronic refusal. A natural person's contact details require prior consent unless the existing-customer conditions for similar products apply. The sender must be identifiable, the message must explain how to refuse, and an address must never be used again after refusal. GDPR separately applies when the record identifies a person.

  • Match the business to the e-Business Register when legal form matters; a custom domain, role inbox, or public profile does not prove that the subscriber is a legal person rather than an FIE or another natural person.
  • For a confirmed legal-person route, include a clear, distinct, free, easy refusal method in every marketing message and allow it to be exercised electronically.
  • Do not send direct marketing to a natural person's electronic contact without prior consent unless every condition of the existing-buyer exception applies.
  • Identify the business on whose behalf the message is sent and state how further messages can be stopped.
  • When personal data is involved, document the GDPR lawful basis, purpose, source, transparency, minimization, and retention controls.
  • Apply every refusal or Article 21 objection immediately and screen later list refreshes against a durable suppression list.

The direct-email rule does not make every public number callable for marketing. Identify whether the route belongs to a legal or natural person, apply GDPR where a person is identifiable, state who is calling, and suppress every refusal.
