How to interpret Finland business data

Choose the geographic level that matches the territory

Finland has 308 municipalities and 19 regions in 2026. Targeting should use region, municipality, city or other locality, and postcode according to the location fields available on each public profile.

Municipalities 2026

The CSV is separate from the official business register

A SphereScout row represents a public business profile or operating location. The export supplies available contact, category, and location fields, but not Business ID, TOL code, legal form, registration status, employee count, turnover, food-business registration, or alcohol serving permit.

Using business contacts in Finland

Under Finland's Act on Electronic Communications Services, electronic direct marketing to a natural person generally requires prior consent. Marketing to a community or legal entity is generally permitted unless expressly prohibited. Processing information that identifies a person also needs a GDPR lawful basis; legitimate interests do not override the channel's consent requirement.

  • Establish the recipient's legal form, subscriber type, and contact route before sending. A business name, custom domain, role inbox, or free-webmail address does not by itself prove the recipient class.
  • A confirmed legal entity's general inbox can generally receive relevant B2B marketing without prior consent, but the sender must be identified and every message must provide an easy, free way to prohibit further marketing.
  • Do not automatically treat a named employee as a legal-entity recipient. Verify the person's actual role and that the offer is materially related to that role before considering contact without consent.
  • Marketing email to a private trader or another natural person requires consent or an existing-customer exception that meets every statutory condition.
  • When a record identifies a person and came from a public or third-party source, document the lawful basis and balancing test, provide Article 14 information, stop direct marketing immediately after an objection, and retain the objection on a reliable suppression list.

Telephone marketing is a separate channel. An email classification does not automatically authorize a call, so check who uses the number, previous objections, and the rules applicable to that call before contacting it.

Classify recipients before an email campaign

Classify recipients before an email campaignEvidence requiredEmail treatment
Confirmed legal entity and role inboxA reliable register match to a limited company or another legal person, plus evidence that an info@, sales@, or other general address belongs to that same entity.Prior consent is generally not required for relevant B2B marketing. Identify the sender, provide an easy prohibition route, and meet GDPR duties if other fields identify a person.
Named person at a confirmed legal entityThe address identifies an employee, and both their current responsibilities and the material relationship between the offer and those responsibilities are established.Assess the outreach against the actual role, document the GDPR basis and transparency, and honor objections immediately. Treat the address as unresolved if the role has not been verified.
Natural personThe recipient is a private trader, individual customer, or another natural person, regardless of whether they use a custom domain or general business address.Do not send unsolicited marketing email without documented consent or a fully applicable existing-customer exception.
UnresolvedThe register match is missing or conflicting, the business uses only a trading name, the address is webmail, or the link between the address and legal entity cannot be corroborated.Exclude the address from unsolicited email until the recipient class and route are resolved. Domain and webmail classifications are review signals, not decisive evidence.

How SphereScout prepares this business contact CSV

SphereScout turns public business profiles into a category-and-location export. The process uses the business categories shown in the current page breakdown and keeps official registers, classifications, licences, and inspections separate from the file.

  1. 1

    Match the displayed business categories

SphereScout selects public business profiles matching the categories shown in the current page breakdown. These labels define the file's scope but do not replace official activity codes or authorizations.

  2. 2

    Structure available public details

SphereScout organizes the available business name, category, location, website, email, phone, and public profile fields, then normalizes and deduplicates contact values for export.

  3. 3

Publish coverage and deliver the CSV

SphereScout refreshes public business profiles regularly, publishes the latest collection date and available coverage totals, and delivers the selected records as a structured CSV.

Questions before choosing a list for Finland

Is this a list of every company registered in Finland?

No. SphereScout covers public business and operating-location profiles found in Finland. The industry table reports the current coverage in each downloadable file; it is not a complete company-register census.

Does every Finnish business profile include an email address?

No. Public email availability varies by industry and business profile. The comparison table shows both the number of businesses with at least one email and their share of all businesses in each file.

Can I narrow a list for Finland by location?

Use the custom builder when territory matters. Depending on the public profile, available fields can include region (maakunta), municipality (kunta) and city, town, locality, or postal locality.

Does the Finland CSV include official registration numbers or activity codes?

No. A row represents a public business or location profile. The current export does not include Business ID (Y-tunnus), TOL code, legal form, register status, employee count or revenue.

Does buying the file authorize marketing in Finland?

Under Finland's Act on Electronic Communications Services, electronic direct marketing to a natural person generally requires prior consent. Marketing to a community or legal entity is generally permitted unless expressly prohibited. Processing information that identifies a person also needs a GDPR lawful basis; legitimate interests do not override the channel's consent requirement.

How do I receive the file after payment?

Once payment is confirmed, SphereScout prepares your CSV and emails a download link to the address entered at checkout.

Is this a subscription? Are updates included?

No. The listed price is a one-time payment for the file described at checkout. It does not include future updates unless explicitly stated. Platform subscriptions are separate.

Do the email counts guarantee delivery?

No. They count addresses present in the data, not successful deliveries or inbox placements. The percentage of businesses with email is not a deliverability rate.
