Choose the geographic level that matches the territory

Luxembourg has 12 cantons and 100 municipalities. For local prospecting, use the available canton or municipality first, followed by locality and postcode. These are the appropriate market units rather than imported state or county labels.

Using business contacts in Luxembourg

Luxembourg generally requires prior consent for unsolicited electronic marketing sent to a natural person. The existing-customer exception applies only when every condition is met. A general address belonging to a legal person is different, but a named address or an individual entrepreneur's address must be handled as a natural-person contact. GDPR still applies whenever a field identifies someone.

  • Establish the recipient's form and the real holder of the address before sending. A trading name, custom domain, role inbox, or webmail address does not settle that question by itself.
  • For a confirmed legal person, connect the general inbox to that entity and keep the message relevant to its business activity.
  • Obtain valid consent before electronic marketing to an individual entrepreneur or another natural person unless every condition of the existing-customer exception is satisfied.
  • When a record identifies a person, document the GDPR basis, provide the required information, and assess reasonable expectations. Legitimate interests do not replace consent required for the channel.
  • Identify the sender, make objections simple, and stop marketing after an objection. Retain the address on a suppression list instead of losing the record of the request.
