How to interpret Latvia business data

Choose the geographic level that matches the territory

Latvia is divided into municipalities and separate State-city municipalities, with towns, rural territories, villages, small villages, and farmsteads below them. Build territories from the actual municipality, city, town, locality, address, and postcode values available in the file instead of treating historical regions as universal administrative fields.

Latvia. Statistics in Brief 2025

The CSV is separate from the official business register

The download structures public contact, category, web, and place details found for Latvian business or venue profiles. It does not supply registration number, legal form, officials, beneficial owners, NACE, PVD registration, inspections, employees, turnover, named buyers, or consent records.

About services

Using business contacts in Latvia

Section 9 of Latvia's Law on Information Society Services applies its prior-consent and existing-customer restrictions to commercial communications sent to natural persons. Those specific restrictions do not apply in the same way to a legal person, but every commercial message must be recognizable, identify the sender, explain the offer, provide a functioning refusal route, and honor refusals. GDPR applies separately whenever an address or other field identifies a person.

  • Determine whether the address belongs to a legal person, an individual merchant or other natural person, and whether it is tied to the same business; an email domain or public profile category does not establish that status.
  • For a natural-person recipient, do not send unsolicited commercial email without prior free and explicit consent unless every condition of the statutory existing-customer exception is satisfied.
  • For a legal-person mailbox, keep the proposition relevant to the business, make the commercial nature and sender clear, state the offer accurately, and provide a working free refusal route.
  • When the record identifies a person, document the GDPR legal basis and legitimate-interest balancing test where relied upon, provide required transparency, minimize the data, and keep it accurate.
  • Stop direct marketing immediately after an objection or refusal and screen future files against a maintained suppression list.

Treat automated calls, fax, email, and other commercial electronic channels under the applicable Section 9 rules. For any channel, use valid sender contact details, make refusal possible, and suppress a recipient after refusal.

Resolve recipient type before sending

Resolve recipient type before sendingEvidenceTreatment
Confirmed legal-person mailboxA reliable Enterprise Register match and corroborating website or address evidence tie the mailbox to a company or another legal person operating the business.Section 9's natural-person consent restriction does not apply in the same way. Send only relevant commercial communication, identify the sender, include a working refusal route, and meet GDPR duties if a person is identifiable.
Natural-person recipientThe subscriber or address belongs to an individual merchant, another natural person, or a named contact whose mailbox is personal to them.Require prior free and explicit consent or a fully documented statutory existing-customer exception before unsolicited commercial email.
Ownership unresolvedThe trading name, register record, business address, website, and mailbox cannot be connected with sufficient confidence, or legal form is unclear.Verify or exclude the row before email. Neither a custom domain nor a generic inbox proves that the recipient is a legal person.

How SphereScout prepares this business contact CSV

SphereScout turns public business profiles into a category-and-location export. The process uses the business categories shown in the current page breakdown and keeps official registers, classifications, licences, and inspections separate from the file.

  1. 1

    Match the displayed business categories

SphereScout selects public business profiles matching the categories shown in the current page breakdown. These labels define the file's scope but do not replace official activity codes or authorizations.

  2. 2

    Structure available public details

SphereScout organizes the available business name, category, location, website, email, phone, and public profile fields, then normalizes and deduplicates contact values for export.

  3. 3

Publish coverage and deliver the CSV

SphereScout refreshes public business profiles regularly, publishes the latest collection date and available coverage totals, and delivers the selected records as a structured CSV.

Questions before choosing a list for Latvia

Can I buy a business email list for Latvia by industry?

Yes. Each industry row shows the current business count, the number of businesses with email, a masked sample and the one-time price when available. Open one file or use the custom builder to combine business categories.

Does every Latvian business profile include an email address?

No. Public email availability varies by industry and business profile. The comparison table shows both the number of businesses with at least one email and their share of all businesses in each file.

Can I narrow a list for Latvia by location?

Use the custom builder when territory matters. Depending on the public profile, available fields can include State city municipality or municipality, municipality town or rural territory where applicable and city, town, village, small village, farmstead, street address, or postcode locality.

Does the Latvia CSV include official registration numbers or activity codes?

No. A row represents a public business or location profile. The current export does not include registration number shown in the Enterprise Register for a registered entity or merchant, NACE code, legal form, register status, employee count or revenue.

Does buying the file authorize marketing in Latvia?

Section 9 of Latvia's Law on Information Society Services applies its prior-consent and existing-customer restrictions to commercial communications sent to natural persons. Those specific restrictions do not apply in the same way to a legal person, but every commercial message must be recognizable, identify the sender, explain the offer, provide a functioning refusal route, and honor refusals. GDPR applies separately whenever an address or other field identifies a person.

How do I receive the file after payment?

Once payment is confirmed, SphereScout prepares your CSV and emails a download link to the address entered at checkout.

Is this a subscription? Are updates included?

No. The listed price is a one-time payment for the file described at checkout. It does not include future updates unless explicitly stated. Platform subscriptions are separate.

Do the email counts guarantee delivery?

No. They count addresses present in the data, not successful deliveries or inbox placements. The percentage of businesses with email is not a deliverability rate.
