Using business contacts in Latvia

Section 9 of Latvia's Law on Information Society Services applies its prior-consent and existing-customer restrictions to commercial communications sent to natural persons. Those specific restrictions do not apply in the same way to a legal person, but every commercial message must be recognizable, identify the sender, explain the offer, provide a functioning refusal route, and honor refusals. GDPR applies separately whenever an address or other field identifies a person.

Not necessarily. A registered company or individual merchant can operate several locations, while the CSV row represents a public venue or business profile. Registration numbers are not included.
Are PVD registration and inspection details supplied?
No. Latvian food undertakings are registered or recognized through the Food and Veterinary Service, whose supervisory register is separate from this public-profile export.
May every address in the file receive unsolicited marketing email?
No. Section 9 applies its prior-consent restriction to natural persons, while legal-person communication follows a different position.
