Using business contacts in Bulgaria

Bulgaria's Electronic Commerce Act prohibits unsolicited commercial email to consumers without prior consent. Legal persons follow an opt-out model: do not send to addresses or domains entered in the Consumer Protection Commission register and stop after an objection. A GDPR lawful basis is also required when the data identifies a person.

  • Confirm legal form and ownership of the address. A trading name, custom domain, general inbox, or Gmail address does not alone establish the recipient class.
  • Before B2B email to a legal person, check the CPC register for the exact address and domain, clearly identify the commercial message, and provide an easy, free opt-out.
  • Do not automatically apply the legal-person rule to a consumer, sole trader, or address that identifies a natural person. Verify the applicable basis and channel rule.
  • For personal data, document the lawful basis and balancing assessment, provide Article 14 information where applicable, and stop direct marketing immediately after an objection.

Does every restaurant have an email?
No. Current page totals separately show businesses, unique emails, and unique phones. Telephone coverage in Bulgaria is considerably broader.
Can I filter by city and venue type?
Yes, using available locality, address, postcode, and public category. District, municipality, and KID are not guaranteed separate fields.
Does one row mean one company?
Not always. A row can be a venue while one trader operates several locations. Deduplicate by email, phone, domain, or enriched company identity according to the campaign.
Can I send marketing email to the addresses?
A public or purchased address is not enough. Consumers require prior consent; for a confirmed legal person, check the CPC register, prior objections, and GDPR duties.
