Using business contacts in Japan

A published or purchased address is not blanket permission for advertising email. Japan's Act on Regulation of Transmission of Specified Electronic Mail is consent-led and identifies prior request or consent, an existing business relationship, and limited statutory exceptions. Commercial messages must carry the required sender information and must stop after a refusal. Personal information remains subject to the APPI.

  • Keep recipient-level evidence of the request, consent, business relationship, or specific exception relied on before sending advertising email.
  • Do not infer consent from a public listing, custom domain, role inbox, or purchased spreadsheet.
  • Display the required advertising designation, sender name and address, and a valid email address for refusal as applicable.
  • Stop sending after the recipient asks not to receive the advertising email and maintain a suppression list.
  • When a contact identifies a person, define and disclose the utilization purpose, limit use to that purpose, and apply appropriate APPI safeguards.
  • Validate that the business, operating company, geography, and offer are relevant before choosing email, telephone, or another channel.
  • The commercial-email rules do not grant permission for indiscriminate calls. Identify the caller and purpose, contact at reasonable times, keep the offer relevant, apply the APPI when a number identifies a person, and suppress further calls after an objection.
